Position Title = Subcontract Manager
Education Required = Bachelors Degree preferred, either in business, engineering, or law.
Years Experience Required = Minimum of 3 years experience in Subcontract Administration or similar capacity, preferably in
the process, power, or related industry. Position requires a senior level individual with excellent oral and written
communication skills. Must understand and be capable of interpreting contract language and be current on legal matters
affecting the subcontract activity. Must be able to work with the subcontracting community in a professional manner.
Additionally, must be able to work with engineering, construction, quality, project controls and all other project related
disciplines at home office and field construction site to satisfy overall project objectives for Subcontracts. Must be capable of
developing and preparing bid lists, inquiries to bid, evaluate bids/proposals, negotiate (including development of strategies),
subcontracts, change orders, claims (or other form of request for equitable adjustment) and other commercial oriented
matters, and subcontract documents.
Position Description = The Primary role of the Subcontract Administration Manager will be to work closely with members of
Project Management, Engineering and Construction disciplines to coordinate preparation of invitations to bid, performs
proposal analyses, prepares bid evaluations, prepares award recommendations and negotiates subcontract agreements,
prepares and administers subcontract agreements through final closeout. Reviews and approves subcontractor´s invoices.
Participates with other project team members in regular meetings with subcontractors and assumes lead key role in handling
commercial aspects of the subcontracts being executed. Prepares regular activity reports. Assumes responsibility for
following corporate procedures in the conduct of the work and oversees the work of several other administrators assigned
to the project office.
Duties/responsibilities:
-Works independently with minimal guidance. Usually determines own work priorities.
-Acts as a resource for colleagues with less experience.
-Applies knowledge and skills to a wide range of standard and nonstandard situations.
-Prepares subcontract plans, award schedule and works with project/construction team to execute.
-Manages the commercial aspects of the subcontracts from inquiry through award, execution, and closeout of the
subcontracts pursuant to established procedures.
-Establishes proposed bidders list for all subcontracts, including pre qualification of bidders.
-Issue inquiry packages in accordance with execution schedule.
-Is the liaison with Commercial/Legal group regarding Subcontract Terms and Conditions of inquires and Subcontracts.
-Is the liaison with Engineering regarding the technical content of each inquiry and Subcontract Agreement.
-Evaluates bids/proposals and recommends lowest qualified bidder for award.
-Develops and distributes 'Conformed Subcontracts' following award.
-Negotiate change orders and other commercial oriented matters through closeout.
-Develops and maintains all 'Subcontract Reports' in accordance with established procedures.
-Maintains proper files on all pre-award and post award documentation.
-Interprets customer needs, assesses requirements and identifies solutions to non-standard requests.
-Uses best practices and knowledge of internal/external business issues to improve products or services in own discipline.
-Monitors and controls costs within own work. Solves moderately complex problems; takes a new perspective on existing
solutions.

installations, standards of installation, specifications for construction and/or materials of construction, and construction
scheduling. Must be able to coordinate the activities of the contractor construction with all affected departments in the plant.
